Current Outdoor Water Use Policy (placed in effect 6/13/17)





SUMMER WATERING SCHEDULE

Summer watering schedule in effect April 1st - October 31st 
Summer Water Days & Times Limited to three (3) days per week


  • EVEN ADDRESS: If your address ends in an even number (0, 2, 4, 6, or 8) you may only water your yard on Tuesday, Thursday & Saturday.
  • ODD ADDRESS: If your address ends in an odd number (1, 3, 5, 7, or 9) you may only water your yard on Wednesday, Friday & Sunday.
  • Times before 10 am and after 7 pm (no landscape irrigating between 10 am and 7 pm)
  • Landscape irrigation is prohibited at all times on Mondays. 
  • Landscape irrigation is prohibited within (48) hours after a measurable rainfall event ends, regardless of the permitted aforementioned summer watering schedule. 
  • Drip or micro-spray irrigation systems are exempt from the restrictions.


WINTER WATERING SCHEDULE  - Winter watering schedule in effect November 1 - March 31 

Winter Water Days & Times limited to two (2) days per week
  • EVEN ADDRESS: If your address ends in an even number (0, 2, 4, 6, or 8) you may only water your yard on Tuesday & Saturdays.
  • ODD ADDRESS: If your address ends in an odd number (1, 3, 5, 7, or 9) you may only water your yard on Wednesday & Sundays.
  • No Landscape watering between 10:00 am and 4:00 pm
  •  Use of your sprinkler system is allowed.
  • Please remind your landscape Gardener of this schedule.
  • Landscape watering is PROHIBITED at all times Monday, Thursday, and Friday.
  • Landscape watering is PROHIBITED WITHIN (48) hours after a measurable rainfall event ends, regardless of the permitted aforementioned summer watering schedule.
  • Drip or micro-spray irrigation systems are exempt from the restrictions. 

NO EXCESSIVE WATER FLOW OR RUNOFF!
Watering or irrigating any lawn, landscape or other vegetated area in a manner that causes or allows excessive water flow or runoff onto an adjoining street, alley, gutter or ditch is PROHIBITED!

OBLIGATION TO FIX LEAKS, BREAKS, OR MALFUNCTIONS!
Excessive use, loss or escape of water through breaks, leaks or other malfunctions is prohibited and should be immediately corrected to stop the waste of water.


Water-wasting violations incur the following fines:

 
  • First Violation - Warning
  • Second Violation- $35
  • Third Violation- $50
  • Fourth Violation -$100
  • Fifth and each Subsequent Violation- $200

ADMINISTRATIVE APPEAL


Citation Appeal request form must be filed with the City Clerk within (15) days from the date the citation was issued, along with an administrative processing fee of $25.00, which may be refundable. Appeal applications can be obtained at the City Clerk’s office located at 6707 Third St. in Riverbank or here.

TEMPORARY WAIVER


The City may grant or conditionally grant a temporary waiver of the restrictions for existing potable water use otherwise prohibited under the policy. A temporary waiver may also be granted for one-time outdoor activities that require the use of water, such as power washing to prepare for painting, the establishment of new landscape, new concrete work, etc. Persons requesting a waiver from the provisions of the outdoor water use policy requirements shall file a temporary waiver application with the Public Works Director or his/her designee.

HARDSHIP EXEMPTION

An exemption of the water use policy may be granted or conditionally granted by the City Manager or his/her designee due to extreme extenuating circumstances that would result in undue hardship to a person using water or to a property upon which water is used. Persons requesting an exemption from the provisions of the outdoor water use policy restrictions shall file an application for exemption with the Public Works Director or his/her designee.
